The UK Drugs Commission report warned that between 60 - 80% of drugs would need to be intercepted to put major dealers out of business. In reality, despite hundreds of millions of pounds a year going into reducing supply, an estimated 12% of heroin and 9% of cocaine was impounded between 1996 and 2005
